Yes, if you have 10 or more Malaysian employees — registration is mandatory under the PSMB Act 2001. Employers with 5–9 Malaysian employees may register voluntarily. Government departments, statutory bodies and NGOs are exempt.

A fine of up to RM10,000, up to 1 year in jail, or both. Ignoring HRD Corp's registration notice for more than 30 days can also bring a compound of up to RM2,000.

The levy is due by the 15th of every month. Non-payment can lead to a fine of up to RM20,000, up to 2 years in jail, or both, plus 10% late-payment interest per year on the unpaid levy.

1% of monthly wages (basic salary plus fixed allowances) for employers with 10 or more Malaysian employees, or 0.5% for employers with 5–9 who register voluntarily. Example: RM100,000 in monthly wages = RM1,000 levy.

Because the levy you already pay can fund your staff training through HRD Corp grants, such as LWA Academy's claimable courses. Unused levy is not refunded — it goes to HRD Corp's General Reserve if the account is closed.

Register online at HRD Corp's eTRiS portal (etris.hrdcorp.gov.my): fill in the form, upload your documents and submit. Complete applications take about 3 working days, after which you receive your eTRiS login.

Usually your SSM registration documents and your latest EPF (KWSP) statement showing your Malaysian headcount. The exact list depends on your business type and is shown on the eTRiS registration page.

Yes. As an HRD Corp registered training provider in Kuala Lumpur, we guide you through registration, checking your levy balance and preparing grant documents.

In eTRiS, choose a grant scheme, enter the course, provider, dates and trainees, attach the quotation and course outline, then submit. After approval, run the training as approved and submit your claim with the attendance list and invoice.

Apply 3–4 weeks ahead. Since 15 June 2026 (Employer Circular No. 2/2026), in-house training can only start at least 14 days after grant approval and within 90 days of it. Public courses can start 3 days after approval. Training without an approved grant cannot be claimed.

Within 6 months of the training end date, through eTRiS, with the attendance list and invoice. Late claims may be rejected.

Generally no. Approved grants can't be amended — if the date, course or provider changes, you must cancel and reapply. Only trainee details can be updated at the claim stage.

Registered refers to the training provider — LWA Academy is officially registered with HRD Corp. Claimable refers to a course — your company can pay for it with its HRD Corp levy once the grant is approved.

Only in two cases (Section 16, PSMB Act 2001): your Malaysian headcount has been below the minimum for 3 consecutive months, or your business has moved to a sector not covered by the Act. It is never automatic — you must apply.

Apply through eTRiS or at an HRD Corp office with supporting proof, such as EPF (KWSP) statements for the 3 months. If your company stops operating, notify HRD Corp within 30 days.

It is transferred to HRD Corp's General Reserve and not refunded. Use your remaining balance on approved training before you deregister.

Yes, if you have 5 or more employees (Section 29A, OSH (Amendment) Act 2022). You must appoint an OSH Coordinator who has completed a DOSH-recognised course. Penalty: up to RM50,000, 6 months' jail, or both.

Yes. Under the OSH Act 1994, only trained, competent persons may operate forklifts. Since the 2022 amendment, employers who breach their safety duties face up to RM500,000, 2 years' jail, or both.

Yes, if you issue invoices or charge SST. LHDN e-invoicing applies to businesses with annual revenue of RM3 million or more, with fines of RM200–RM20,000 per offence. Businesses above the SST threshold must register with Customs and file on time.
